Health Systems Strengthening Overview

JMS provides technical assistance, capacity building, and advisory services that strengthen the supply chain, enhance commodity security, system efficiency, financial performance, and service delivery outcomes across the public, private and private-not-for-profit (PNFP) sectors. This is done in the following areas;

1. Governance, Leadership, and Financial Management Technical Assistance

  • Development of governance frameworks, policies, and SOPs for PNFP and PFP providers to strengthen supply chain and commodity management.
  • Advisory support to PNFP and PFP facilities on regulatory compliance, governance,& hss.
  • Strengthening oversight and accountability in PNFP and PFP institutions through audits, risk mgt, and performance monitoring.
  • Technical input into national strategies and reforms, ensuring alignment with PNFP and PFP sector needs in medicines and health technologies.
  • Integration of PNFP and PFP systems with national platforms (e.g., DHIS2, eLMIS, ERP) to enhance transparency and decision-making.
  • Financial management strengthening for PNFP and PFP entities through budgeting, cost optimization, reporting, and sustainability support

2. Training and Capacity Building

JMS builds the capacity of faith-based and public sector health workers, facility managers, and system leaders to effectively manage health commodities and supply chains. Thematic training areas include:

  • Supply chain management (forecasting, quantification, procurement planning)
  • Inventory and stock management systems including management of waste
  • Warehouse operations and distribution logistics
  • Financial management and cost recovery systems at facility level
  • Data use for decision-making and reporting
  • Digital systems training (ERP, eLMIS, and related platforms)

JMS adopts a structured and practical training approach – assessing health facility performance to identify gaps, targeted national and sub-national trainings, on-site mentorship and supportive supervision. We develop and deploy standardized training materials, SOPs, and job aids, alongside continuous professional development models that promote sustained learning and long-term capacity strengthening.

3. Consultancy Services (Procurement, Stores & Logistics Management)

JMS offers specialized consultancy services leveraging over four decades of experience in medical supply chain management. Our consultancy service offerings include:

  • Health facility, medicines stores, and warehouse assessments
  • Design and optimization of stores and inventory management systems
  • Development of logistics and distribution models for last-mile delivery
  • Supply chain diagnostics and performance improvement plans
  • Support for ELMIS design, implementation, and optimization
  • Advisory on regulatory compliance and quality assurance systems
  • Development of standard operating procedures (SOPs) and operational manuals
  • Procurement management support, including, sourcing strategies, tender management, supplier performance monitoring, and procurement process optimization
