JMS manages the procurement, warehousing, and distribution of HIV and laboratory commodities across 526 Ugandan Private Not-for-Profit (PNFP) facilities, supporting over 450,000 patients. Partnering with the Global Fund and USG under a value-based cost model, JMS utilizes an Integrated Online Ordering System (IOS) to optimize stock levels and ensure data visibility. Their field teams provide targeted supervision to improve facility reporting, inventory accuracy, and supply chain responsiveness.
A core component is the performance-based USG Procurement Activity, focusing on the quality-assured international shipping and delivery of ARVs and test kits. This framework emphasizes precise supply forecasting, full traceability, and on-time, in-full (OTIF) delivery. By combining high-standard international procurement with strengthened last-mile domestic distribution, JMS ensures uninterrupted access to life-saving treatments nationwide.
The Joint Medical Store (JMS) contributes to the National HIV Program through procurement, warehousing and distribution of HIV commodities to ensure uninterrupted access to quality HIV commodities across over 500 PNFP facilities through a resilient, data-driven, and responsive supply chain. This contribution is aligned with Uganda’s 10 year supply chain roadmap and guided by the Consolidated Guidelines for the Prevention and Treatment of HIV and AIDS in Uganda, and is supported by the Global Fund, USG and Global Health Supply Chain (GHSC-PSM), Chemonics. These facilities support over 450,000 PLHIV.
Facilities report and order for HIV commodities through the Integrated Online Ordering System (IOS), integrated to the JMS ERP. The system is set up to ensure that facilities are supplied to maintain optimal stock levels (2–4 MOS), strengthening data visibility across partners and improving order fulfillment. Through targeted support supervision, the JMS Technical Representatives and the Customer Solutions Team enhance facility capacity, responsiveness, and timely, accurate ordering, reporting, and inventory management.

This activity focuses on the procurement and delivery of HIV commodities for the PNFP sector in Uganda, including ARVs, Co-trimoxazole, HIV/Syphilis Duo kits, HIV Rapid Recency assays, and CrAg tests. The total estimated cost is $115,467,242. This is a performance-based Activity.
a) Efficient and timely procurement of USG-funded HIV commodities.

Through the Integrated Online Ordering System (IOS) and other web-based platforms, the project enhances supply chain visibility, improves data accuracy and reporting, and strengthens coordination across all levels. This enables a more responsive, transparent, and accountable supply chain.
JMS is the leading Private Not-for-Profit Organization (PNFP) established in 1979 by Uganda Catholic Medical Bureau (UCMB) and Uganda Protestant Medical Bureau (UPMB) as a body Corporate under the Trustees Incorporation Act (Cap 165) licensed by the National Drug Authority (NDA) of Uganda.
